Security UPgrade for PORTs

Duration: 01/07/2010 – 30/06/2014
Total Funding: € 9,920,607

Overview

Port security has been critical for Europe due to the dual threats of harm to passengers and major economic disruption from unlawful attacks. Challenges stem from the complexity of sea and hinterland operations, coupled with fragmented coordination between ports, border authorities, law enforcement, and logistics actors. While the adoption of the ISPS Code led to progress, further advancement was necessary. The SUPPORT project aimed to build on these foundations by involving key stakeholders to develop next-generation preventive and responsive security measures, ensuring safe, efficient port operations and aligning with EU efforts against trafficking and illegal immigration.

SUPPORT enhanced European port security by developing integrated, adaptable solutions that addressed legal, organisational, technical, and human factors. It provided interoperable surveillance systems, improved risk assessment, and supported decision-making across the security management cycle. The project created an ICT platform for collaborative use by large and small ports, integrating legacy systems and ensuring data security. Training tools and knowledge management services were developed to aid implementation and workforce readiness. Full-scale demonstrations in Gothenburg and Piraeus validated the solutions, while dissemination efforts, including a security forum and annual events, supported standardisation and long-term impact across the European port security landscape.

Objectives

1

Support the principal stakeholder groups involved in the security of European main sea and/or inland ports to build distributed cooperative security systems.

2

Launch co-ordinated training campaign to ensure that ports and authorities across Europe use similar standards.

3

Analyse requirements along security, legal, market and technology perspectives to produce the detailed project requirements specification and success criteria.

4

Develop Generic Models for EU Ports Security.

5

Develop strategic Security Upgrade Solutions.

6

Provide an ICT Platform for designing, developing, deploying and maintaining next generation security solutions for large and small-to-medium ports.

7

Provide Port Security Upgrading Management and Training support services (using the ICT Platform).

8

Organise full scale demonstrators of SUPPORT based solutions in two representative European ports (Gothenburg and Piraeus).

9

Provide focused dissemination.

10

Create important market opportunities for European industry and establish leadership in port security management by demonstrating the long-term sustainability of the project outputs through concrete exploitation plans.
