FeDerated nEtwork of pLatforms for Passenger and freigHt Intermodality

Duration: 01/07/2023 – 30/06/2026
Total Funding: € 4,999,561.50

Overview

Passenger and freight mobility face growing challenges, including urbanisation, stakeholder complexity, e-commerce growth, and freight fragmentation. Governance and regulatory systems remain outdated, treating passenger and freight transport as separate sectors, despite sharing space, infrastructure, and challenges. The need for integration has gained attention in recent years, especially following the COVID-19 crisis. There is now a pressing need for unified methodologies and frameworks to support integration, as well as seamless yet highly secure data sharing.

DELPHI will deliver an overall architectural design that will enable a secure data federation (interfaces, security mechanisms, etc.) in a Data Spaces-driven approach, novel governance and regulatory schemes (stakeholder and ecosystem specifications, information flows, data sovereignty principles, regulatory artefacts) and novel and ultra-efficient methodologies for traffic monitoring, such as Unmanned Aerial System-powered monitoring. Furthermore, it will provide multi-/inter-modal optimisation, Artificial Intelligence (AI) /Machine Learning (ML)-powered optimisations and frameworks, and will exploit diverse modes for hybrid passenger and freight transport (e-bike-powered crowd-shipping, subway, shuttle and taxi service) in different ecosystem types (urban, sub-urban, rural/island).

Objectives

1

Deliver novel governance and regulatory schemes, as well as models and stakeholder analysis, towards a harmonised digitalisation of the end-to-end information flows of international supply chains, and multimodal passenger transportation systems.

2

Design and develop a Platform Federation Reference architecture towards a “Multimodal Passenger and Freight Transport Network of Platforms (NoP)” framework, seamlessly integrating heterogeneous MPFT platforms.

3

Design and develop an AI/ML-powered transport network and traffic management (TNTM) optimisation framework, digesting information from diverse systems and offering intelligent, responsive, predictive, and secure functionalities.

4

Validate the developed federated network of platforms, along with the AI/ML-powered optimisation framework, in a two-fold methodology (via 4 pilots & via simulation-based analysis).

5

Ensure compatibility with existing and forthcoming EU standards in the freight and passenger mobility domains, and standardise multimodal and multi-stakeholder freight and passenger management solutions and information systems.

eBOS Role in the Project

eBOS will lead the work towards a federated ecosystem, interoperability and integration. This will involve defining the functional requirements of information system platforms for both freight and passenger transport. It will also specify the technical characteristics of the data elements needed to ensure interoperability, including data models, interfaces for information exchange, and requirements for security and trust. These elements will contribute to the development of a reference architecture that supports the integration and federation of multimodal passenger and freight transport platforms.

eBOS will be responsible for the data management and open science efforts as well as manage the methodology framework for secure, safe, and efficient data sharing/storage/usage, along the supply chain and technology-agnostic multi-modal transport service specifications. Additionally, eBOS will lead the Legal, Gender, Ethical and security issues aspect of DELPHI, ensuring that all activities have ethical and legal approval and that they follow legal/ethical/security procedures from National or EU regulations.
