Harmonising People, Processes, and Technology for Robust Cybersecurity

Duration: 01/06/2024 – 31/05/2027
Total Funding: € 6,998,153.10

Overview

Modern cybersecurity faces several challenges. Organisations struggle with limited access to high-quality threat intelligence, making risk assessments incomplete and leaving systems exposed. Manual incident response processes are often slow and error-prone, while detecting insider threats remains difficult due to subtle patterns and behaviours. The increasing complexity and cross-border nature of cyber incidents demands better coordination, rapid response, and secure, real-time information sharing. However, concerns around data privacy hinder collaboration. Disparities in cybersecurity capabilities across Member States, along with human error and insufficient awareness, further weaken collective defence. There is a pressing need for harmonised policies, shared best practices, and joint preparedness, especially to protect critical infrastructure from escalating threats.

CYberSynchrony will address these issues through a comprehensive modular framework that will integrate cutting-edge technologies with a focus on people, processes, and a security-centric culture. It will enhance preparedness and resilience by providing infrastructure that improves incident response, threat assessment and risk monitoring, while maintaining cross-border collaboration among Member States. By fostering collaboration, knowledge sharing, and standardised protocols, CYberSynchrony will build a unified and robust cybersecurity ecosystem, strengthening the collective ability of the EU to detect, respond to, and recover from cyber threats.

Objectives

1

Enhance the threat assessment and risk monitoring services, enabling quicker identification of threats and attacks by leveraging state-of-the-art threat intelligence platform.

2

Minimise the duration and impact of cyber incidents with timely and coordinated incident response by integrating automation and orchestration capabilities.

3

Strengthen the risk monitoring services and early detection of cyber incidents by deploying advanced cybersecurity analytics tools.

4

Enhance mutual assistance among Member States and facilitate more frequent and realistic cross-border cyber exercises and behavioural change interventions.

5

Ensure data privacy and security during information exchange by establishing a secure and standardised communication infrastructure for sharing incident data.

6

Foster greater collaboration and knowledge sharing among stakeholders in the cybersecurity ecosystem utilising advanced technologies.

7

Enhance early detection and response to cyber incidents by leveraging Advanced threat intelligence.

8

Implement cybersecurity awareness campaigns and educational programs targeting citizens, businesses, and organisations.

9

Ensure a consistent and high level of security across all Member States by applying comprehensive cybersecurity policies and regulations.

eBOS Role in the Project

eBOS will lead the “Integration, Demonstration, and Evaluation” work package, focusing on the seamless integration of CYberSynchrony’s core components. It will plan and execute the task “CYberSynchrony Integration and Use Case Planning”, aligning components with technical and use case requirements. Finally, eBOS will define integration milestones and tailored use case scenarios to match specific organisational needs and address cybersecurity vulnerabilities effectively.

In addition to its technical tasks, eBOS will lead the Quality Assurance and Risk Management, ensuring the high quality of the project’s outputs and deliverables, while also managing the project risks and defining appropriate mitigation measures. eBOS will also be responsible for the Dissemination and Exploitation, overseeing all the dissemination and communication activities. Apart from designing and maintaining the project’s website, eBOS will leverage its experience in dissemination and its broad network of collaborators, to enhance the visibility and impact of CYberSynchrony’s results.
