Consistently Optimised Resilient Secure Global Supply-Chains

Duration: 01/05/2014 – 30/04/2018
Total Funding: € 29,254,828.99

Overview

Safeguarding supply chains is crucial for the EU’s economy and security, yet significant challenges remain. While daily trade volumes are vast, security breaches like theft, counterfeiting, smuggling, and sabotage threaten business viability and European competitiveness. These vulnerabilities could ultimately affect societal security and quality of life. Despite agreement on the importance of supply chain security, progress is hindered by misunderstandings and fragmented approaches. The public sector is advancing security certifications and technologies, but traders often find these burdensome, leading to increased costs and delays. Differing certification standards and conflicting protocols complicate compliance, highlighting the need for greater international cooperation and standardisation.

The CORE project aimed to strengthen EU and international supply chain security while supporting business performance, particularly along key supply chain corridors. It addressed the needs of customs, law enforcement, and other authorities to enhance security and compliance without raising transaction costs, and of business stakeholders seeking to align trade facilitation with supply chain visibility and optimisation. CORE built on solutions from previous projects across sectors (port, container, air, and post) and conducted implementation-driven R&D to identify practical gaps and develop scalable, effective solutions, promoting sustainable progress in supply chain security across all EU Member States and globally.

Objectives

1

Undertake requirements analysis and impact assessment.

2

Provide an End-to-end Supply Chain Security (ESCS) through a Multi-method Threat and Vulnerability Analysis Capability.

3

Provide SC Situational Awareness Tools & Maps (SSATM) building on the data pipeline and results from reference projects to satisfy the Customs and business requirements for reliable, accurate, complete data.

4

Provide Real-time Lean Agile Resilient Green Optimised (LARG+O) SC planning linking with the ESCS and SSSAM capabilities.

5

Provide a Supply Chain Security Reference Framework (SCSRF) harmonising CRMF and SAFE Provide CORE Connectivity Infrastructure and Solutions Development Environment.

6

Provide an SCS Ecosystem dedicated to the needs of the supply chain security communities offering Infrastructure services that amplify the capabilities of CORE components.

7

Validate the applicability and benefits of the CORE approach in representative operating scenarios characteristic of the global supply chain (CORE demonstrators).

8

Specify and apply an inclusive Stakeholder Engagement Strategy emphasising international co-operation to promote harmonisation of regulations, and to support further development and implementation of international standards.

eBOS Role in the Project

In the CORE project, eBOS successfully delivered advanced ICT solutions and web-based tools. eBOS took the lead in developing the Risk Management Solution (RMS) and the Global Supply Chain Visibility Tool (GSCVT). The RMS integrates a suite of services to guide logistics operators in effectively managing risks throughout their supply chains. Meanwhile, the GSCVT aggregates real-time data from diverse systems across the logistics network to provide comprehensive visibility. Following the project’s conclusion, eBOS adapted key RMS components and applied the GSCVT methodology to enhance the WiseBOS Suite, enabling more efficient data integration and delivering improved, transparent risk assessments to support informed decision-making.
